The Federal Public Service Commission’s Bureau of Investigations and Federal Services Commission’s background check unit, in conjunction with NAPIT, provides background checks to federal agencies and non-federal entities to ensure compliance with various Federal Public Service Act provisions. The federal workforce is comprised of employees of all ages who may come from diverse walks of life. Most Federal Public Service Commission (FPSC) employees work in offices. However, some work in temporary office buildings or on contract for the government. Regardless of where they work, all are required by law to complete a background check prior to gaining a position with the federal government.

History

The Public Service Commission was set up without precedent for British provincial standard in 1926. After freedom, the commission was set up in Pakistan in 1947 under the arrangement of Government of Pakistan Act.

Working

As of now, the commission is working under article 242 of the constitution of Islamic Republic of Pakistan. It has been given self-sufficiency under the Rules of Business, 1973 and FPSC Regulations, 1978 in its working. The commission has been given authoritative just as, somewhat,

Organization Of The Commission

The commission comprises of an executive and the individuals. The administrator is designated by the President of Pakistan, in his prudence, under Article 242 (IA) of the Constitution of Pakistan (1973). The individuals are named by the president on the guidance of the Prime Minister of Pakistan. The commission is helped by the secretary, who gives a connection among the commission, its secretariat and the public authority offices.

Background checks are conducted as part of the screening process for employment. The number of tests will depend on the nature of the job. Sometimes the screening will include a drug test, criminal background check or other types of screening. Information provided by an applicant during a background check is confidential. It is passed along only one level down from the employee on the job to those responsible for hiring, such as managers and department supervisors. Individuals who have been suspected of altering their birth records may also be excluded from receiving a commission because of a lack of proof of the claim. Other individuals are not allowed to become employed by the U.S. Government unless they can provide documentary evidence of their citizenship or legal resident status.

 

The Federal Public Service Commission (FPSC) keeps the entire database of its background check reports. This information is available to anyone who requests it. Data includes criminal history, court records, and educational background reports. The background check report can contain personal information as well as financial data. The data is available for download from the FTC’s website. However, due to privacy considerations, the majority of financial reports cannot be downloaded directly from the website.

There are many reasons why someone would want to obtain the background check report of another person. A potential employer might ask to review the records of an applicant who has expressed some sort of interest in the jobs being offered. Friends or relatives might need to obtain the records of a family member who has moved into a new area. Even law enforcement agencies use a national background check to identify individuals with a past crime history. The use of the public service commission’s website is a convenient way for individuals to obtain these records from the comfort of their home computer.

There are two options for obtaining these records:

physical paper files and online. Both methods have advantages and disadvantages. Physical paper files can be searched using a standard fax machine and mailed directly to the person named in the report. Online access to these records requires individual authorization by the person to obtain the report.

The advantage of online access is that it is faster and easier. The disadvantage is that people can often obtain the wrong record. For instance, someone may accidentally find a sex-offender registry online and then mistakenly report the individual to a law enforcement agency. If the person is a child molester, he or she will surely be reported to the police. An employer who used a national background check to hire an applicant may discover that the prospective employee has been convicted of rape or other serious felonies, and not the one depicted in the paper files. This would result in a denial of the job application.

Online access to these background check records is quick and efficient. One simply fills out a short online form, providing the name and address of the person to whom the background information is requested. Within a few minutes, the appropriate report is emailed to the requester. One can also print off a hard copy if it is more convenient.
